The small percentage of those who can read makes verbal and pictorial methods of instruction necessary. It is suggested that the Colonial Government should ascertain whether the Rockefeller Institute (Pekin). have yet produced narrative health films in Eastern settings. In any case certain diagramatic filma used in the American and other Armies for audiences of men might be considered suitable for similar Chinese and Kalay audiences.
It is recommended that public enlightenment with reference to Venereal Disease should form part of a general programme for future health propaganda.
It is understood that for the moment no extensive expenditure can be undertaken, but the following activities would not impose any heavy financial burden:-
(1)
The promise through the Health Department of free literature in Chinese, and, if required, in Malay. British versions can be obtained at cost price from the N.C.C.V.D., or if cheaper can be printed locally.
(2) The Singapore and F.H.S. Council to take steps
to distribute such literature to the members of all the organisations represented on the Council.
(5)
The Singapore and F.M.S. Council to take steps to train speakers, both men and women, medical and lay to present various aspecte of the problem of Veneral Disease to general and speciel audiences.
(4) Films approved by the Council and the Health
Department should be purchased and circulated on loan to suitable organisations, or displayed to audiences organised by the Singapore Council. (5) Special attention should be paid to the needs
of Seafarers, both as regards treatment facilities and information. Direct warnings
ag to the dangers of promiscuity can be usefully given.
(6) When treatment facilities have been developed, and finances permit, it is recommended a travelling propaganda caravan or a motor lorry fitted with suitable exhibits and films should tour the F.M.S.
(7) The Commission wish to record their gratitude
for the courteous reception accorded them by all representative organisations in Singapore, for the personal service rendered by many individuals in carrying out a full programme.
